Certified to be the English text of the convention on commercial aviation as contained in the final act signed February 20, 1928, at the closing session of the Sixth International Conference of American States. HENRY L STIMSON Secretary of State of the United States of America AND WlIEBEA8 the said Convention has been duly ratified on the part of the United States of America, and the instrument of ratifi- cation of the United States of America was deposited on July 17, 1931, with the Government of Cuba in conformity with Article XXXIU of the Convention; AND WHJ:RJ!A8 the said Convention has been ratified also by the Governments of Mexico, Nicaragua, Panama and Guatemala and the instruments of ratification of the said Governments were depos- ited with the Government of Cuba on April 24, 1929, May 4, 1929, May 13, 1929 and December 28, 1929, respectively; AND WHJ:REA8 it is provided in Article XXXIV of the said Convention that the Convention shall come into force for each signatory State ratifying it in respect to other States which have already ratified, forty days from the date of deposit of its ratification; Now, THEBEFORE, BE IT KNOWN THAT I, HERBERT HOOVER, President of the United States of America, have caused the said Convention to be made public, to the end that the same and every article and clause thereof may be observed and fulfilled with good faith by the United States of America and the citizens thereof.
