Entr&ran en vigor en un dIa primero de mes y, cuando menos, sesenta dias despues de la respec- tiva notificaci6n a la Oficina Internacional. ARTiCULO 3 Formaci6n de despachos.- Sacos vacios 1. Los despachos conteniendo la correspondencia que Be cambie entre dos paises de la Uni6n Postal de las Americas y Espana, se confeccionaran con arreglo a 10 dispuesto en el titulo VI del Reglamento de Ejecuci6n del Convenio vigente en la Uni6n Postal Universal. 2. Los sacos uti.1izados por las Admjnistraciones contratantes para el envfo de la correspondencia sa devolveran vacfos por las Oficinas de Cambio destinatarias a las de origen, en la for-illa prescnta por el articulo 59 del Reglamento aludido.
