Ratification depos· AND WHEREAS, the said convention has been duly ratified on the lted. part of the United States of America and the instrument of ratifi- cation by the United States of America was deposited with the Pan American Union on February 8, 1932, in accordance with Article 25 of the said convention; Adhering countries. ANn WJJEBEAS, the said convention has been ratified also by the Governments of Panama, Brazil, Mexico and Nicaragua, and the instruments of ratification of the said Governments were deposited with the Pan American Union on May 21, 1929, September 3, 1929, December 16, 1929, and March 20, 1930, respectively; Proclamation. Now, THEREFORE, be it known that I, Herbert Hoover, President of the United States of America, have caused the said convention to be made public, to the end that the same and every article and clause thereof may be observed and fulfilled with good faith by the United States of America and the citizens thereof. IN TEBTnlONY WHEREOF, I have hereunto set my hand and caused the seal of the United States of America to be affixed.
