WHEREAS a treaty of arbitration and conciliation between the Arbitration and con- United States of America and Switzerland was concluded and signed f!In~~lon with Switzer.. by their respective Plenipotentiaries at Washington on the sixteenth Preamble. day of February, one thousand nine hundred and thirty-one, the orIginal of which treaty, being in the English and French languages, is word for word as follows: The President of the United States of America and the Swiss Federal Council Mindful of the obligations, which have been assumed by the United States of America and Switzerland, that the settlement of all disputes of whatever na- ture or of whatever origin, which may arise between them, shall never be sought except by pacific means; desirous moreover of re- affirming the adherence of the two countries to the principle of sub- mitting to impartial decision all juridical controversies in which they may become involved j ~d eager to demonstrate the sm- cerity of the renunciation of war 8S an instrument of national policy in the relations between the United States of America and Switzerland. Have decided to conclude a treaty of arbitration and concili- ation and for that purpose have appointed as their respective Plenipotentiaries : The President of the United States of America: Henry L.
