MARCH 2, 1934 . carrying vehicles for the use of the superintendent, purchasing agent, and gen eral hos pita l bu sine ss, and incl udin g no t to exc eed $175 ,000 for repairs and improvements to buildings and grounds, $1,064,961, including maintenance and operation of necessary facilities for feed- ing employees and others (at not less than cost), and the proceeds therefrom shall reimburse the appropriation for the institution ; and not exceeding $1,500 of this sum may be expended in the removal of patients to their friends, not exceeding $1 .500 in the purchase of such boo ks, peri odic als, and new spap ers, as may be r equi red for the pur- poses of the hospital and for the medical library, and not exceeding $1,500 for the actual and necessary expenses incurred in the appre- hension and return to the hospital of escaped patients : Provided, That so much of this sum as may be required shall be available for all nec essa ry e xpen ses in a scer tain ing the resi denc e of inm ates who are not or who cease to be properly chargeable to Federal mainte- nance in the institution and in returning them to such places of residence : Provided further, That no part of this appropriation shall be e xpen ded for the purc hase of oleo marg arin e or but ter subs titu tes except for cooking purposes : Prov ided furthe r, That during the fiscal year 1935 the District of Columbia, or any branch of the Gov- ernment requiring Saint Elizabeths Hospital to care for patients for which they are responsible, shall pay by check to the superintendent, upon his written request, either in advance or at the end of each month, all or part of the estimated or actual cost of such mainte- nance, as the case may be, and bills rendered by the Superintendent of Saint Elizabeths Hospital in accordance herewith shall not be subject to audit or certification in advance of payment ; proper adjustments on the basis of the actual cost of the care of patients paid for in advance shall be made monthly or quarterly, as may be agreed upon between the Superintendent of Saint Elizabeths Hos- pital and th e Dist rict of Col umbia govern ment, depar tment, or establishments concerned . All sums paid to the Superintendent of Saint Elizabeths Hospital for the care of patients that he is author- ized by law to receive shall be deposited to the credit on the books of the Treasury Department of the appropriation made for the care and maintena nce of the pa tients at Sai nt Elizabeths Hospital for the year in which the support, clothing, and treatment is provided, and be subject to requisition by the disbursing agent of Saint Eliza- beths Hospital, upon the approval of the Secretary of the Interior . COLU MBIA INST ITUT ION FOR THE DEAF For support of the institution, including salaries and incidental expe nses , bo oks and illu stra tive app arat us, and gene ral repa irs and improvements, $119,600 . HOWARD UNIVERSITY Salaries : For payment in full or in part of the salaries of the officer s, prof essors, teach ers, an d other regul ar empl oyees o f the uni- versity, the balance to be paid from privately contributed funds, $405,000, of which sum not less than $2,200 shall be used for normal instruc tion ; General expenses : For equipment, supplies, apparatus, furniture, cases and shelving, stationery, ice, repairs to buildings and grounds, and for other necessary expenses, including reimbursement to the appropriation for Freedmen's Hospital of actual cost of heat and light furnished, $200,000 ; Total, Howard University, $6 05,000 .
