SEC . 3 . In carrying out the provisions of this joint resolution the Contingent expenses. President may (a) authorize expenditures for contract stenographic reporting services ; supplies and equipment ; purchase and exchange of law boo ks, book s of ref erence, director ies, per iodical s, newsp apers and press clippings ; travel expenses, including the expense of attend- ance at meetings when specifically authorized ; rental at the seat of Rent ƒ government and elsewhere ; purchase, operation, and maintenance of motor-propelled passenger-carrying vehicles ; printing and binding ; Pri ntingandb inding . and such other expenses as he may determine necessary to the accom- plishment of the objectives of this joint resolution ; and (b) accept Personal service s . and utilize such voluntary and uncompensated services, appoint, without regard to the provisions of the civil-service laws, such officers and employees, and utilize such Federal officers and employees, and, with the consent of the State, such State and local officers and employees, as may be necessary, prescribe their authorities, duties, Classification Act not responsibilities, and tenure, and, without regard to the Classification to apply.
