For furniture and fixtures, typewriters, carpets, labor-saving machines and accessories, time stamps, adding and numbering machines, awnings, curtains, books of reference ; directories, books, miscellaneous office and desk supplies, paper, twine, glue, envelops, postage, car fares, soap, towels, disinfectants, and ice ; drayage, express, freight, telephone and telegraph service ; traveling expenses (not to exceed $200) ; repairs to buildings, elevators, and machinery ; preserving sanitary condition of building ; li g ht , h e at , a nd po w er ; stationery and office printing, including blanks, price lists, and bibli- ographies, $100,000 ; for catalogues and indexes, not exceeding $30,000 ; for supplying books to depository libraries, $85,000 ; in all, $215,000 : Provided, That no part of this sum shall be used to supply to depository libraries any documents, books, or other printed mat- ter not requested by such libraries, and the requests therefor shall be s ubject to a pprova l by the Su perin tenden t of Docume nts . District of Columbia in accordance with the Classification Act of p . 1488. 1923, as amended, the average of the salaries of the total number of persons under any grade in the Botanic Garden, the Library of Con- gress, or the Government Printing Office, shall not at any time exceed the average of the compensation rates specified for the grade by such Act, as amended, and in grades in which only one position is allocated the salary of such position shall not exceed the average of the compensation rates for the grade, except that in unusually meritorious cases of one position in a grade, advances may be made to rates higher than the average of the compensation rates of the grade, but not more often than once in any fiscal year, and then only to the next higher rate : Provided, That this restriction shall not apply (1) to grades 1, 2, 3, and 4 of the clerical-mechanical serv- ice, (2) to require the reduction in salary of any person whose com- pensation was fixed as of July 1, 1924, in accordance with the rules of section 6 of such Act, (3) to require the reduction in salary of any person who is transferred from one position to another position in the sam e or diffe rent grade in the sa me or a di fferent bu reau, offic e, or other appropriation unit, (4) to prevent the payment of a salary Vol. 43, p. 658.
