74TH CONGRESS . SESS. I. CH. 416. JULY 25, 1935 . SEC . 4 . The Board shall have authority to appoint such employees as it deems necessary for its own functions . All su ch employees shall be subject to the civil-service laws and the Classification Act of 1923, as amended, except that the Board may, wi th th e . consent of the Civil Service Commission, appoint and fix the compensation of any person or persons for temporary periods without regard to the civil-service laws and the Classification Act of 19 23, as amended : Provided, That no person shal l hold such temporary appointmen t or appointments for an aggregate period of more than 12 months . The Board may make such expenditures (including expenditures for personal services and rent at the seat of Government and elsewhere ; for law books and books of reference ; and for paper, printing, and binding) as may be necessary to carry out the provisions of this Act and as may be provided for by the- Congress from time to time . The Board may purchase supplies or services where the agregate amount involved is not more than $50, without regard to the' provi- sio ns of secti on 3709 of the Revised Statutes, as amended (36 Stat . 861 ; U. S. C., title 41, sec. 5) . There is hereby authorized to be appropriated, out of any money in the Treasury not otherwise appropriated, annually such sums as may be necessary for the expenses of the Board not to exceed $180,000, of which amount not to exceed $170,000 may be expended for personal services in the District of Columbia . SEC . 5. The Board shall- (a) At the request of the President or the Committee, or may of its own motion, investigate and m ake recommendations wi th resp ect to any exis ting or propos ed stat istical work c arried on by an agency of, or subject to the supervision of, the Federal Gov- ern ment ; b) Have the power, with the consent of the agency concerned, to i nvestig ate and make re commend ations with re spect t o any e xist- ing or proposed statistical work carried on by any agency in the United States other than the agencies specified in subsection (a) of this section ; (c) Have the power, subject to such rules and regulations as the Preside nt or th e Commi ttee ma y presc ribe, t o requi re from ally age ncy sp ecifi ed in subs ectio n (a) of th is se ction infor matio n, pa pers, reports, and original records concerning any existing or proposed statistical work carried on by or subject to the supervision of any such agency : Provided, That this subsection shall not be construed to require or to make lawful any disclosure of confidential informa- tion when such disclosure is specifically prohibited by law ; (d) Pl an and promote the economical operation of agencies engaged in statistical work and the elimination of unnecessary work both on the part of such agencies and on the part of persons called on by such ag encies to furn ish inf ormatio n ; (e) Perform such other duties consistent with section 1 of this Act as the President or the Committee may authorize, and make such reports to the Committee as the Committee may require ; and (f) Make an annual report to the Committee and to the Presi- dent for transmittal to Congress . SEC . 6 . The Central Statistical Board created by Executive Order Numbered 6225, dated July 27, 1933, as amended, shall cease to exist at such time as the Committee shall declare that seven members have qualified for membership in the Board ; and thereafter all records, papers, propert y, and funds o f the o ld Boar d shall become record s, papers, property, and funds of the Board ; and such employees as shall pass tests of f itness pres cribe d by the C ivil S ervic e Com missi on shall acqui re cl assif ied ci vil-s ervic e sta tus a nd sha ll be empl oyees of 499 Appointment of per- sonnel .
