Whereas a Protocol substituting new paragraphs for paragraphs 3 and 4 of Article 10 of the Convention Creating the International Institute of Agriculture, signed at Rome on June 7, 1905, was signed at Rome on April 21, 1926, for governments members of the International Institute of Agriculture, but not including the Government of the United States of America, a true copy of which Protocol is word for word as follows:
