Considered part of original treaty.

The present Treaty shall be considered as an integral part of the said Extradition Treaty of August 1, 1924.
Article IV
Exchange of ratifications. The present Treaty shall be ratified by the High Contracting Parties in accordance with their respective constitutional methods, and shall take effectEffective date. on the date of the exchange of ratifications Effective date. which shall take place at Helsinki as soon as possible.
Signatures. In witness whereof, the above-mentioned Plenipotentiaries have signed the present Treaty and have hereunto affixed their seals.
Done, in duplicate, at Washington, this seventeenth day of May, one thousand nine hundred and thirty-four.

Ratifications exchanged. And whereas the said Supplementary Extradition Treaty has been duly ratified on both parts, and the ratifications of the two Governments were exchanged in the city of Helsinki on the tenth day of August, one thousand nine hundred and thirty-four;
Proclamation. Now, therefore, be it known that I, Franklin D. Roosevelt, President of the United States of America, have caused the said Supplementary Extradition Treaty to be made public, to the end that the same and every article and clause thereof may be observed and fulfilled with good faith by the United States of America and the citizens thereof.
In testimony whereof, I have hereunto set my hand and caused the Seal of the United States of America to be affixed.
Done at the city of Washington this thirteenth day of August in the year of our Lord one thousand nine hundred and thirty-four and of the Independence of the United States of America the one hundred and fifty-ninth.
