S. C ., title 41, sec . 5) ; equipment and such other miscellaneous expen ses as the Secretary of State may deem proper, $150,000 : Provided, That hereafter employees paid from appropria- tions to the United States Section, International Boundary Commis- sion, and engaged principally upon project construction or operation and maintenance to such extent as the same may be determined by the American Commission to be necessary, shall be excluded from the purview of the Act of March 3, 1931 (U. S. C ., title 5, sec. 26-a) . For the construction (including operation and maintenance and protection during construction) of the following projects under the supervision of the International Boundary Commission, United States and Mexico, United States section, including salaries and wages of employees, laborers, and mechanics ; fe e s f or pr o fe ss i on a l services at rates and in amounts to be determined by the Secretary of State ; travel expenses ; rents ; construction and operation of gag- in g s ta t io n s ; purchase (including exchange), main tenance, repair, and oper ati on o f m otor -pr opel led pas sen ger- and fr eigh t-c arry ing vehicles ; drilling and testing of dam sites, by contract if deemed necessary, without regard to the provisions of section 3709 of the Revised Statutes (U . S . C ., title 41, sec . 5) ; hire, with or without personal services, of work animals and animal-drawn and motor- propelled vehicles and equipment ; acquisition by donation, purchase, or condemnation, of real and personal property, including expenses of abstracts and certificates of title ; transportation of things (includ- ing drayage, packing, and crating of personal effects of employees upon change of station for permanent duty) not to exceed five thou- sand pounds in any one case ; printing and binding ; communication services ; equipment, materials and supplies, including purchase of ice, rubber boots, and waders for official use of employees, and such other miscellaneous expenses as the Secretary of State may deem necess ary . Rio Grande rectification project : For the rectification of the Rio Grande in the El P aso-Juarez Valley u nder the c onvention con- cluded Fe bruary 1, 1933, between the Unite d States a nd Mexico , $875,000. Lower Rio Grande flood-control project : For construction, includ- ing surveys and other preliminary expenses, of the United States portion of the project for flood control on the Lower Rio Grande, as authorized by the Act approved August 19, 1935, as amended (49 Stat. 66 0, 13 70), $1,250 ,000 : Provi ded, That no part of this appropriation for the Lower Rio Grande flood-control project shall be expended for construction on any land, site, or easement until title thereto has been conveyed to the United States by donation and the same has been appr oved by th e Attorne y General of the United States . Rio Grande Canalization project : For beginning construction of the Rio Grande canalization project as authorized by the Acts approved August 29, 1935 (49 Stat . 961) and June 4, 1936 (49 Stat. 146 3), $9 00,00 0, of which not to exceed $400,000 may be expended for completion of the construction of a diversion dam in the Rio Grande wholly in the United States, with appurtenant connections to existing irrigation systems. 269 Contracts without advertising.
