Purchase, etc ., of airplanes, accessories, e tc. 75T H CONGRESS, 1ST SESSION-CH . 359-JUNE 16, 1937 Printing and binding : For all prin ting and binding for the Department of Commerce, including all of its bureaus, offices, insti- tutions, and services in the District of Columbia and elsewhere, except the Patent Office, $500,000, of which $10,000 shall be imme- diately available : Provided, That an amount not to exceed $2,000 of this appropriation may be expended for salaries of persons detailed fro m the (gove rnmen t Prin ting Offic e for servi ce as copy edito rs . BUREAU OF AIR COMMERCE Departmental salaries : For personal services in the District of Columbia, $628,000, of which $5,000 shall be immediately available . Establishment of air-navigation facilities : For the establishment of additional aids to air navigation, including the equipment of additional air-mail routes for day and night flying ; the construction of additional necessary lighting, radio, and other signaling and com- mun ica ting st ruct ure s an d ap par atus ; the alter ation and moderni- zation of existing aids to air navigation ; for personal services in the field ; purchase, including exchange, maintenance, repair, and oper- ation of motor-propelled passenger-carrying vehicles and aircraft for official use in field work ; special clothing, wearing apparel, and suitable equipment for aviation purposes ; and for the acquisition of the necessary sites by lease or grant, $3,037,800, of which $7,500 shall be immediately available : Provided, That in addition to the amount herein appropriated, the Secretary of Commerce may, prior to July 1, 1938, enter into contracts for the purchase, construction, and insta llatio n of addit ional air n avigat ion a ids n ot in exces s of $2,000,000 and, prior to July 1, 1939, $2,000,000 additio nal may be obligated under contracts for such purchase, construction and installation of additional air navigation aids : Provided further, That the Secretary of Commerce before entering into any such contract shall personally certify that in his opinion it is necessary in the public interest : Provided further, That a full report of all such certifications and of all expenditures under this item shall be made to Congress on or before July 1, 1938 . Maintenance of air-navigation facilities : For all necessary ex- pense s of opera tion, maint enance , and upke ep of exist ing a ids to air navi gat ion, in clud ing pur chas e, exch ang e, m ain tena nce operation, and repair of motor-propelled passenger-carrying vehicles and air- craft ; purchase of special clothing, wearing apparel, and suitable equipment for aviation urposes (including rubber boots, snowshoes . and skis) ; books of reference and periodicals ; $5,698,700, of which $58,500 shall be immediately available . Aircraft in commerce : To carry out the provisions of the Act approved May 20, 1926, entitled "An Act to encourage and regulate the use of aircraft'in commerce, and for other purposes", as amended by the Act approved February 28, 1929, and the Acts approved June 19 and 20, 1934 (U . S . C ., title 49, sees . 171-184), including p ersonal serv ices in the field ; cont rol of air traffic on civil airwa ys at air term inals, including necessary equipment therefor ; rent in the District of Columbia and elsewhere ; contract stenographic report- ing services ; fees and mileage of witnesses ; purchase of furniture and equipment ; stationery and supplies, including medical supplies, typewriting, adding, and computing machines, accessories, and r ep air s ; purc hase, inclu ding exchan ge (n ot to excee d $5, 000), main- t enanc e, ope ratio n, an d repa ir of motor -prop elled passe nger- carryi ng vehicles for official use in field work
