CONTINGENT AND MISCELLANEOUS EXPENSES For checks, books, law books, books of reference, periodicals, news- papers, stationery ; surveying instruments and implements ; drawing materials ; binding, rebinding, repairing, and preservation of records ; ice ; traveling expenses not to exceed $2,000, including payment of dues and traveling expenses in attending conventions when author- ized by the Commissioners of the District of Columbia ; expenses author ized by law in connec tion wi th the removal of dan gerous or unsafe and insanitary buildings, including payment of a fee of $6 per diem to each me mber of bo ard of surv ey, other than the i nspector of bui ldings, while actuall y emplo yed on surveys of dan gerous or unsafe buildings ; not exceeding $3.000 for the settlement of claims not in excess of $250 each, approved by the Commissioners under and in accordance with the provisions of the Act entitled "An Act authorizing the Commissioners of the District of Columbia to settle claims and suits against the District of Columbia", approved Feb- ruary 11, 1929 (45 Stat . 1160), as amended by the Act approved June 5, 1930 (46 Stat . 500) ; and other general necessary expenses of District offices, $29,050 : Provided, That no part of this or any other appropriation contained in this Act shall be expended for printing or binding a schedule or list of supplies and materials for the furnishing of which contracts have been or may be awarded . For postage for strictly official mail matter, including the rental of post age-met er equi pment, $28,000 . For j udicial ex penses, inc luding wit ness fees, and exper t services in District of Columbia cases before the District Court of the United States for the District of Columbia, $1,800 : Provided, That the - Com- missioners of the Dis trict of C olumbia ar e authoriz ed, when i n their judgment such action be deemed in the public interest, to contract for stenographic reporting services without regard to section 3709 of the Revised Statutes (U . S . C ., title 41, sec . 5) under available appropriations contained in this Act : Provided further, That neither the District of Columbia nor any officer thereof acting in his official capacity fo r the Dist rict of Co lumbia sha ll be requ ired to pa y court costs to the clerk of the District Court of the United States for the District of Columbia . For general advertising, authorized and required by law, and for tax and school notices and notices of changes in regulations, $7,000 : Provide d, Tha t this appropr iation shall n ot be availab le for the payment of advertising in newspapers published outside of the Dis- trict of Columbia, notwithstanding the requirement for such adver- tising provided by existing law . For advertising notice of taxes in arrears July 1, 1937, as required to be iven by the Act of February 28, 1898, as amended, to be reim- burse by a charge of 50 cents for each lot or piece of property advertised, $5,500 : Provided, That this appropriation shall not be available f or the pay ment of ad vertising the delinq uent tax l ist for more than once a week for two weeks in the regular issue of one mornin g or one e venin g news paper publ ished in t he Dis trict of Columbia, notwithstanding the provisions of existing law .
