Limi tatio n . 75TH CONGRESS, 1sT SESSION--CH . 403-JUNE 29, 19 37 For extension of the water department distribution system, laying of such service mains as may be necessary under the assessment sys- tem, $300,000 . For installing and repairing water meters on services to private residences and business places as may not be required to install meters und er existing regul ations, as may be directed by the C ommissioners ; said meters at all times to remain the property of the District of Columbia, $220,000 . For installing fire and public hydrants, $22,500. For replacement of old mains and divide valves in various loca- tions, on account of inadequate size and bad condition of pipe on account of age, and laying mains in advance of pavements, $135,000 . The Treasurer of the United States is authorized to invest in United States securities for the account of the water fund of the District of Columbia such funds as may be determined by the Commissioners to be available for that purpose during the fiscal year 1938, and such funds are appropriated for this purpose from the revenues of the Water Department . For the construction of approximately seven thousand six hundred feet of thirty-six inch trunk line water main from the vicinity of First and L Streets Northwest to the vicinity of East Capitol and Second Streets, $171,000 ; for the construction of approximately three thousand and eighty feet of twenty-four, thirty, and forty- eight inch trunk water main in the vicinity of Washington Circle, i ncludin g minor change s in pr esent constru ction, $85,000 ; i n a l l , $256,000, to be paid wholly from the revenues of the Water Depart- ment and to be disbursed and accounted for as "Mains, Water Depart- ment, District of Columbia", and for that purpose shall constitute one fund . For th e refun ding of water rents a nd othe r wate r charg es erro - neo usly paid in the District of Colum bia, to be refunde d in the man- ner prescribed by law for the refunding of erroneously paid taxes, $3,500 : Provided, That this appropriation shall be available for such refunds of payments made within the past two years . For expenses of a survey to determine the reproduction cost and histo rical cost of the water system of t he District of Co lumbia, and the p roper water rates to cover not only operating expens es but also d eprecia tion re serve, includi ng the employ ment of engine ering o r other professional ser vices by contract or otherwise, wit hout refer- ence to section 3709 of the Revised Statutes (U . S. C., title 41, sec . 5), or the Classification Act of 1923, as amended, and such other expenses as may be approved by the Commissioners, $20,000, to be immediately ava ilable and to be payable from the water revenues of said District of Columbia . SEO.2. That the services of draftsmen, assistant engineers, levelers, transitmen, rodmen, chainmen, computers, copyists, overseers, and inspectors temporarily required in connection with sewer, water, street, street-cleaning, or road work, or construction and repair of buildings and brides, or any general or special engineering or construction wo rk aut orized by appr opriati ons ma y be em ployed exclusi vely to carry into effect said appropriations wh en specifically a nd in writ- ing ordered by the Commissioners, and all such necessary expendi- tures for the proper execution of said work shall be paid from and equitably charged against the sums appropriated for said work ; and the Commissioners in their Budget estimates shall report the number of such employees performing such services, and their work and the sums paid to each, and out of what appropriation : Provided, That the expenditures hereunder shall not exceed $42,000 during the fiscal
