75 TH CONGRESS, 1ST SESSION-CH . 404-JUNE 29, 1937 Secretary of Agriculture ; to pay all expenses necessary to rotect, admini ster, and im prove the na tional forest s, inc luding tree pantin g and other measures to prevent erosion, drift, surface wash, soil waste, and t he for mation of fl oods, and to conser ve wat er and inclu ding t he paymen t of r ewards under regul ations of the Secre tary o f Agri cultur e for information leading to the arrest and conviction for violation of the laws and regulations relating to fires in or near national for- ests, or for the unlawful taking of, or injury to Government prop- erty ; to ascertain the natural conditions upon and utilize the national forests, to transport and care for fish and game supplied to stock the national forests or the waters therein ; to employ agents, clerks, assistants, and other labor required in practical forestry and in the administration of national forests in the city of Washington and else- where ; to collate, digest, report, and illustrate the results of experi- ments and investigations made by the Forest Service ; to purchase necess ary suppl ies, appa ratus, of fice fixt ures, law books, r eference and technical books and technical journals for officers of the Forest Service stationed outside of Washington, and for medical supplies and s ervice s and other assist ance n ecessar y for the im mediat e reli ef of artisans, laborers, and other employees engaged in any hazardous work under the Forest Service : Provided further, That the appro- priations for the work of the Forest Service shall be available for meeting the expenses of warehouse maintenance and the procurement, care, and h andlin g of s upplie s and materia ls sto red th erein for di s- tribution to projects under the supervision of the Forest Service and for sale and distribution to other Government activities, the cost of such supplies and materials, including the cost of supervision, trans- portation, and handling, to be reimbursed to appropriations current at th e time addit ional suppli es and materi als ar e proc ured f or war e- house stocks from the appropriations chargeable with the cost of stock issued ; to pay freight, express, telephone, and telegraph charges

for

electric light and power, fuel, gas, ice, and washing towels, and offi- cial tra velin g and oth er ne cessa ry ex pens es, i nclud ing trave ling expenses for legal and fiscal officers while performing Forest Service work ; and for rent outside the District of Columbia, as follows : General administrative expenses : For necessary expenses for gen- eral a dminis trativ e purp oses, includ ing the salar y of t he Chi ef For - ester, for t he nec essary expen ses of the Na tional Fores t Rese rvatio n Commission as authorized by section 14 of the Act of March 1, 1911 (U . S . C ., title 16, sec . 514), and for other personal services in the Distri ct of Columb ia, $6 07,500 . National Forest Administration : For the administration, protec- tion, use, m ainten ance, improv ement, and de velopm ent of the n ationa l forests, including the compensation and traveling expenses of field personnel ; the purchase of materials, supplies, and equipment ; the establishment and maintenance of forest tree nurseries, including the procurement of tree seed and nursery stock by purchase, production, or otherwise, seeding and tree planting and the care of plantations and young growth ; the maintenance and operation of aerial fire contr ol by contra ct or otherw ise, i ncludin g the purcha se of one ai r- plane ; the maintenance of roads and trails and the construction and maintenance of all other improvements necessary for the proper and economical administration, protection, development, and use of the national forests : Provided, That where, in the opinion of the Secre- tary of Agriculture, direct purchases will be more economical than construction, improvements may be purchased ; the construction, equipment, and maintenance of sanitary, fire preventive and recrea- tional facilities ; control of destructive forest tree diseases and insects ; timber cultural operations ; development and application of fish and Supplies, etc .
