tion of any packer of any sea food for shipment or sale within the jurisdiction of the Federal Food and Drugs Act, in accordance with the provisions of an Act entitled "An Act to amend section 10A of the Federal Food and Drugs Act of June 30,1906, as amended", approved August 27, 1935 (U . S. C., Supp. II, title 21, sec . 14a), $40,000. Total, Food and Drug Administration, $2,227,758, of which amount not to exceed $636,112 may be expended for personal services in the District of Columbia, and not to exceed $20,320 shall be available for the purchase of motor-propelled and horse-drawn passenger-carrying vehicles necessary in the conduct of field work outside the District of Columbia . SOIL CONSERVATION SERVICE SALARIES AND EXPENSES To carry out the provisions of an Act entitled "An Act to provide for the protection of land resources against soil erosion and for other purposes", approved April 27, 1935 (U . S . C ., Supp . II, title 16, sets . 590a-500e), which provides for a national program of erosion control and soil and moisture conservation to be carried out directly and in cooperation with other agencies ; including printing and bind- ing, purchase of books and periodicals, rent in the District of Colum- bia, furnishing of subsistence to employees, training of employees, and the purchase and erection of permanent buildings : Prov ided , That the cost of any building purchased, erected, or as improved, exclusive of the cost of constructing a water supply or sanitary sys- tem and connecting the same with any such building, shall not exceed $2500 except where buildings are acquired in conjunction with land being purchased for other purposes and except for twenty buildings to be constructed at a cost not to exceed $15,000 per building

vided further, That no money appropriated in this Act shall be avail- able for the construction of any such building on land not owned by the Government : Provided further, That during the fiscal year 1938 the appro priat ions for the w ork o f th e Soi l Con serv ation Serv ice shall be available for meeting the expenses of warehouse mainte- nance and the procurement, care, and handling of supplies, materials, and equipment stored therein for distribution to projects under the supervision of the Soil Conservation Service and for sale and dis- tribution to other Government activities, the cost of such supplies and materials or the value of such equipment (including the cost of transportation and handling), to be reimbursed to appropriations current at th e time addit ional suppli es, mat erials , or e quipme nt are procured from the appropriations chargeable with the cost or value of such supplies, materials, or equipment : Provi ded f urthe r, That reprodu ctions of su ch aer ial or other photog raphs, mosai cs, an d maps as shall be required in connection with the authorized work of the Soil Conservation Service may be furnished at the cost of repro- duction to Federal, State, county, or municipal agencies requesting such reproductions, the money received from such sales to be deposited in the Treasury to the credit of this appropriation ; as follows : General administrative expenses : For necessary expenses for gen- eral administrative purposes, including the salary of the Chief of the Soil Conservation Service and other personal services in the Dis- trict of Columbia, $675,000 : Provided, That no part of the money appropriated in this paragraph shall be available for expenditure if any emergency or other appropriations are made available for administrative expenses in administering the funds provided in reg- ular appropriations to the Soil Conservation Service . 75 TH CONGRESS, 1ST SESSION-CH . 404-JUNE 29, 1937 34 Stat. 768. 21U.S.C.°•1-5, 7-15. 49 Stat. 871. 21 U.S. C., Supp. II, ° 14a.
