Testing, inspection, and information service: For calibrating and certifying measuring instruments, apparatus, and standards in terms of the national standards; the preparation and distribution of standard materials; the broadcasting of radio signals of standard frequency; the testing of equipment, materials, and supplies in connection with Government purchases; the improvement of methods of testing; advisory services to governmental agencies on scientific and technical matters; and supplying available information to the public, upon request, in the field of physics, chemistry, and engineering; $1,010,000. Research and development: For the maintenance and develop- ment of national standards of measurement; the development of improved methods of measurement; the determination of physical constants and the properties of materials; the investigation of mecha- nisms and structures, including their economy, efficiency, and safety; the study of fluid resistance and the flow of fluids and heat; the inves- tigation of radiation, radioactive substances, and X-rays; the study of conditions affecting radio transmission; the development of methods of chemical analysis and synthesis, and the investigation of the properties of rare substances; investigations relating to the utili- zation of materials, including lubricants and liquid fuels; the study of new processes and methods of fabrication- and the solutions of problems arising in connection with standards, $808,000. Standards for commerce: For cooperation with Government pur- chasing agencies, industries, and national organizations in developing specifications and facilitating their use; for encouraging the appli- cation of the latest developments in the utilization and standardiza- tion of building materials; for the development of engineering and safety codes, simplified-practice recommendations, and conmnercial standards of quality and performance, $190,000. Construction of wind tunnel: For the construction of a building and wind tunnel and the purchase of necessary e(quipmnent therefor to facilitate the testing of designs of aircraft bomlbs and projectiles, $110,000, to be immediately available. During the fiscal year 1944 the head of any department or inde- pendent establishment of the Government having funds available for scientific investigations and requiring cooperative work by the National Bureau of Standards on scientific investigations within the scope of the functions of that Bureau, and which the National Bureau of Standards is unable to perform within the limits of its appropria- tions, may, with the approval of the Secretary of Commerce, transfer to the National Bureau of Standards such sums as may be necessary to carry on such investigations. The Secretary of the Treasury shall transfer on the books of the Treasury Department any sums which may be authorized hereunder, and such amounts shall be placed to the credit of the National Bureau of Standards for performance of work for the department or establishment from which the transfer is made, including, where necessary, travel expenses and compensation for personal services in the District of Columbia and in the field. The appropriation in this title for traveling expenses shall be avail- able for the National Bureau of Standards in an amount not to exceed $4,500 for expenses of attendance at meetings concerned with stand- ardization and research or either, when incurred on the written authority of the Secretary of Commerce. 299 Wind tunnel.
