INTERNATIONAL AGREEMENTS OTHER THAN TREATIES [57 STAT. 4. Articles coming from or going to either country shall be accorded treatment in the other country with respect to all charges, rules and formalities in connection with transit no less favorable than the treatment accorded to articles coming from or going to any third country. ARTICULO XIV If the Government of the United States of America or the Govern- ment of the United Mexican States should consider that any measure adopted by the other Government, even though it does not conflict with the terms of this Agreement, has the effect of nulli- fying or impairing any object of the Agreement, such other Gov- ernment shall give sympathetic consideration to such written repre- sentations or proposals as may be made with a view to effecting a mutually satisfactory adjustment of the matter. ARTICLE XV 1. The provisions of this Agree- ment relating to the treatment to be accorded by the United States of America and the United Mexi- can States, respectively, to the commerce of the other country shall apply to the respective cus- toms territories of the two countries. 2. Furthermore, the provisions of this Agreement relating to most-favored-nation treatment shall apply to all territory under the sovereignty or authority of the United States of America or the United Mexican States, except that they shall not apply to the Panama Canal Zone. Si el Gobierno de los Estados Uni- dos de America o el Gobierno de los Estados Unidos Mexicanos con- sidera que cualquier medida adop- tada por el otro Gobierno, aunque no est6 en conflicto con los t6rmi- nos de este Convenio, tiene el efecto de anular o menoscabar cualquier objeto del Convenio, dicho otro Gobierno prestara ben6- vola consideraci6n a las represen- taciones o proposiciones escritas que le puedan ser presentadas con el fin de lograr un arreglo mutuo y satisfactorio sobre el asunto. ARTICULO XV I. Las disposiciones de este Convenio relativas al tratamiento que concedan los Estados'Unidos (de America y los Estados Unidos Mexicanos, respectivamente, al comercio del otro pais se apli- caran a los respectivos territorios aduanales de los dos paises. 2. Ademas, las disposiciones de este Convenio relativas al tra- tamiento de la naci6n mas favore- cida se aplicaran a todos los territorios bajo la soberania o autoridad de los Estados Unidos de America o de los Estados Unidos Mexicanos, pero no se aplicaran a la Zona del Canal de PanamA.
