AMBASSADOR: I have the honor to acknowledge the receipt of Your Excellency's note bearing the number 525 and dated December 31, 1942, which reads as follows: [Here follows the text of note 525 of December 31, 1942 from the American Ambassador to the Panamanian Minister for Foreign Affairs.] In reply, I take pleasure in communicating to Your Excellency that the Government of the Republic of Panama accepts the general pro- posal contained in the communication transcribed above, the details of which will be the subject of further discussion and agreements.
