[CHAPTER 78] AN ACT To amend the Act entitled "An Act for the acquisition of buildings and grounds in foreign countries for use of the Government of the United States of America", approved May 7, 1926, as amended, to permit of the sale of buildings and grounds and the utilization of proceeds of such sale in the Government interest. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Act cited as the "Foreign Service Buildings Act, 1926", approved May 7, 1926, as amended, is hereby further amended by adding at the end thereof a new paragraph numbered 9 and reading as follows: "9. The Secretary of State, when he finds it to be in the interest of the Government, with the concurrence of the Foreign Service Build- ings Commission, is authorized to sell buildings and grounds acquired for the use of diplomatic and consular establishments in foreign coun- tries, and notwithstanding the provisions of any other law, the pro- ceeds of such sales may be applied toward the purchase and construc- tion, furnishing, and preservation of other properties, or held in the Foreign Service building fund, as in the judgment of the Commission may best serve the Government's interest: Provided, however, That the Secretary of State shall report all such transactions annually to the Congress with the Budget estimates of the Department of State." [CHAPTER 79] AN ACT Granting the consent of Congress to the States of Colorado and Kansas to negotiate and enter into a compact for the division of the waters of the Arkansas River. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That consent of Congress is hereby given to the States of Colorado and Kansas to negotiate and enter into a compact not later than January 1, 1950, providing for an equitable division and apportionment between the said States of the waters of the Arkansas River and all of its tribu- taries, upon the condition that one suitable person who shall be appointed by the President of the United States shall participate in said negotiations as the representative of the United States and shall make report to Congress of the proceedings and of any compact entered into: Provided, That any such compact shall not be binding or obligatory upon any of the parties thereto unless and until the same shall have been ratified by the legislature of each of said States and approved by the Congress of the United States. SEC. 2. There is hereby authorized to be appropriated a sufficient sum to pay the salary and expenses of the representative of the United States appointed hereunder: Provided, That such representative, if otherwise employed by the United States, while so employed shall not receive additional salary in the appointment hereunder.
