63 STAT.] MULTILATEIAL-TELECOMMUNICATIONS--OCT. 2 , 1947 (Chapter XI, art. 24 RR) (519-523) A. First Class Radiotelegraph Operator's Certificate 519 § 10. The first class certificate is issued to operators who have given proof of the technical and professional knowledge and qualifications enumerated below: 520 a) Knowledge both of the general principles of electricity and of the theory of radio, knowledge of the adjustment and practical working of various types of radiotelegraph and radiotele- phone apparatus used in the mobile service, in- cluding apparatus used for radio direction- finding and the taking of direction-finding bearings, as well as a general knowledge of the principles of operation of other apparatus gen- erally used for radionavigation. 521 b) Theeretical and practical knowledge of the oper- ation and maintenance of apparatus, such as motor-generators, storage batteries, etc., used in the operation and adjustment of the radiotele- graph, radiotelephone and radio direction-find- ing apparatus mentioned in 520. 522 c) Practical knowledge necessary to repair with the means available on board, damage which may occur to the radiotelegraph, radiotelephone and radio direction-finding apparatus during a voy- age. 523 d) Ability to send correctly and to receive correctly by ear, code groups (mixed letters, figures and punctuation marks), at a speed of 20 (twenty) groups a minute, and a plain language text at a speed of 25 (twenty-five) words a minute. Each code group must comprise five characters, each figure or punctuation mark counting as two characters. The average word of the text in plain language must contain five characters. The duration of each test of sending and of receiving shall be, as a rule, five minutes. 1801
