Signed at Panamd March 31, 1949; en- tered intoforce April 14, 1949. And agreements effected by exchanges of notes signed at Panamd March S1, 1949; entered into force April 14, 194. AVIATION AGREEMENT BE- TWEEN THE UNITED STATES OF AMERICA AND THE REPUBLIC OF PAN- AMA PREAMBLE: WHEREAS the Governments of the United States of America and of the Republic of Panama are signatories to the International Civil Aviation Convention ['] which was formulated by the International Civil Aviation Con- ference in Chicago in 1944; and WHEREAS the Government of the Republic of Panama has con- structed a modern airport in its territory, known as Tocumen Na- tional Airport, which is located approximately fifteen miles from the border of Panama City and the Canal Zone, and is now serving international civil aviation; and WHEREAS the utilization of Tocumen National Airport by air- lines of the United States of America and of the Republic of Panama will further the bonds of friendship and cooperation I which now exist between the two ( Governments; and CONVENIO SOBRE AVIACION ENTRE LOS ESTADOS UNIDOS DE AMERICA Y LA REPUBLICA DE PANAMA PREAMBULO: POR CUANTO los Gobiernos de los Estados Unidos de America y de la Republica de Panama son signatarios del Convenio de Aviaci6n Civil Internacional, que eman6 de la Conferencia Inter- nacional de Aviaci6n Civil cele- brada en la ciudad de Chicago, Estados Unidos de America, en el afio de 1944; POR CUANTO el Gobierno de la Repdblica de Panama ha cons- truido un aeropuerto moderno en su territorio, conocido con el nombre de Aeropuerto Nacional de Tocumen, el cual se encuentra ubicado a unas quince millas de distancia del limite de la ciudad de Panama y de la Zona del Canal, y que en la actualidad da servicio a la aviaci6n civil international; POR CUANTO la utilizaci6n del Aeropuerto Nacional de Tocumen por las lineas aereas de los Estados Unidos de Am6rica y de la Re- pdblica de Panama afianzaria mas os lazos de amistad y cooperaci6n lue hoy existen entre los dos Gobiernos; WHEREAS it is believed that POR CUANTO se considera que Tocumen National Airport, if cer- el Aeropuerto Nacional de Tocu- Dated Dec. 7. 1944. 61 Stat., Pt. 2,p. 1180 .
