63 STAT.] PANAMA-AIR TRANSPORT SERVICES-MAR. 31 , 1949 2451 tain provisions are made, may function as a civil airport serving the Canal Zone as well as the Republic of Panama, thereby ben- efitting both the Republic of Panama and the United States of America because of its relation to the Canal Zone; and WHEREAS the Governments of the United States of America and of the Republic of Panama con- sider appropriate, for a clear understanding concerning the op- erations of the international civil airline services at Tocumen Na- tional Airport, the conclusion of a bilateral air agreement; and WHEREAS the President of the United States of America and the President of the Republic of Panama, desiring to enter into appropriate engagements to these ends, have designated for this pur- pose as their representatives: His Excellency Monnett B. Davis, Ambassador Extraordinary and Plenipotentiary of the United States of America to the Republic of Panama, and His Excellency Licentiate Igna- cio Molino, Jr., Minister of Foreign Relations of the Republic of Panama, who, having communi- cated their respective full powers to each other, which have been found to be in good and due form, have agreed upon the following: ARTICLE I Each Contracting Party grants to the other Contracting Party the rights as specified in the Annex hereto necessary for establishing the international civil air routes and services therein described, whether such services be inau- men, mediante ciertos arreglos, puede funcionar para servir como aeropuerto civil a la Repiblica de Panama asi como a la Zona del Canal, y en consecuencia benefi- ciaria tanto a la Repdblica de Panama como a los Estados Uni- dos de America por la relaci6n de este con la Zona del Canal; POR CUANTO los Gobiernos de los Estados Unidos de Am6rica y de la Repdblica de Panama, para el mejor entendimiento en cuanto a la prestaci6n de los servicios civiles aereos internacionales en el Aeropuerto Nacional de Tocumen, consideran conveniente la celebra- ci6n de un convenio bilateral sobre aviaci6n; y POR CUANTO el Presidente de los Estados Unidos de America y el Presidente de la Repdblica de Panama, deseosos de acordar arreglos pertinentes con tales fines, han designado con ese objeto como sus representantes a: SuExcelenciaMonnett B.
