depreciation, payment of cJaijnSj expenditures which the said accounting system requires to be capitalized or charged -to cost of commodities acquired or produced, including selling and shipping expenses, and expenses in connection with acquisition, construction, operation, maintenance, improvement, protection, or disposition of facilities ajad other property belonging to the corporation or in which it has an interest. Short title.

SEC. 701. No part of any appropriation contained in this Act shall be used for publicity or propaganda purposes not authorized by the Congress. SEC. 702. No part of any appropriation contained in this Act shall be used to administer any program which is funded in whole or in part from foreign currencies or credits for which a specific dollar appropriation therefor has not been made. This Act may be cited as the "Departments of State, Justice, and Commerce, the Judiciary, and Related Agencies Appropriation Act, 1966". Approved August 31, 1964. Public Law 88-528

AN ACT

To amend further the Farm Credit Act of 19?{3, as amended, to provide that part of the patronage refunds paid by a bank for cooperatives shall be in money instead of class 0 stock after the bank becomes subject to Federal in-t come tax, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled. That section 36(b) of the F a r m Credit Act of 1933, as amended (12 U.S.C. 11341(b)), is amended by adding the following sentence at the end thereof: "For any fiscal year that a bank for cooperatives is subject to Federal income tax under chapter 1 of the Internal Revenue Code of 1954, it shall pay in money instead of class C stock such portion of its patronage refunds as will permit its taxable income under said chapter 1 to be determined without taking into account savings applied as provided in (2), (4), and (6) of subsection (a) of this section.". AN ACT

To extend for three years the special milk programs for the Armed Forces and veterans hospitals. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 202 of the Agricultural Act of 1949, as amended (7 U.S.C. 1446a), is amended by striking in subsections (a) and (b) the words "December 31, 1964,'* and inserting in lieu thereof "December 31, 1967".
