For an additional amount for "Limitation on salaries and expenses, Social Security Administration", $125,212,000, to be expended, as authorized by section 201(g)(1) of the Social Security Act, as amended, from any one or all of the trust funds referred to therein: Provided, That $15,000,000 of the foregoing amount shall be apportioned for use pursuant to section 3679 of the Revised Statutes, as amended (31 U.S.C. 665), only to the extent necessary to process workloads not anticipated in the budget estimates and to meet mandatory increases in costs of agencies or organizations with which agreements have been made to participate in the administration of title X VIII gf ^j^g Social Security Act, as amended, and after maximum absorption of such costs within the existing limitation has been achieved. For an additional amount for "Limitation on construction", $3,188,000, to be expended as authorized by section 201(g)(1) of the Social Security Act, as amended, from any one or all of the trust funds referred to therein, and to remain available until expended. For an additional amount for "Grants to States for public assistance", $222,000,000: Provided, That this amount and the amount appropriated under this heading in the Department of Health, Educai\oYi^ aud Welfare Appropriation Act, 1966, shall be available for grants to States for medical assistance, as authorized in title X IX of (j^g Soclal Security Act, as amended. The appropriation and authorization in the paragraph designated "Grants to States, next succeeding fiscal year", and in the succeeding paragraph, under this heading in the Department of Health, Education, and Welfare Appropriation Act, 1966, shall also be available for carrying out title X IX of the Social Security Act, as amended. WELFARE

For an additional amount for "Grants for maternal and child welfare", $25,000,000, of which $5,000,000 shall be available for maternal and child health services, $5,000,000 for services for crippled children, and $15,000,000 for special project grants under section 532 of the Social Security Act, as amended, for comprehensive health care and services for school age and preschool age children.
