version, or construction without the approval of the Committees on Appropriations of the Senate and House of Representatives. Funds available to the General Services Administration shall be available for the hire of passenger motor vehicles. No part of any money appropriated by this or any other Act for any agency of the executive branch of the Government shall be used during the current fiscal year for the purchase within the continental limits of the United States of any typewriting machines except in accordance with regulations issued pursuant to the provisions of the Federal Property and Administrative Services Act of 1949, as amended. Not to exceed 2 per centum of any appropriation made available to the General Services Administration for the current fiscal j^ear by this Act may be transferred to any other such appropriation, but no such appropriation shall be increased thereby more than 2 per centum: Provided. That such transfers shall apply only to operating expenses, and shall not exceed in the aggregate the amount of $2,000,000. Appropriations available to any department or agency during the current fiscal year for necessary expenses, including maintenance or operating expenses, shall also be available for (a) reimbursement to the General Services Administration for those expenses of renovation and alteration of buildings and facilities which constitute public improvements, performed in accordance with the Public Buildings Act of 1959 (73 Stat. 479) or other applicable law, and (b) transfer or reimbursement to applicable appropriations to said Administration for rents and related expenses, not otherwise provided for, of providing subject to Executive Order 11035, dated July 9, 19(32, directly or indirectly, suitable general purpose space for any such department or agency, in the District of Columbia or elsewhere. No part of any appropriation contained in this Act shall be used for the payment of rental on lease agreements for the accommodation of Federal agencies in buildings and improvements which are to be erected by the lessor for such agencies at an estimated cost of construction in excess of $200,000 or for the payment of the salary of any person who executes such a lease agreement: Provided, That the foregoing proviso shall not be applicable to projects for which a prospectus for the lease construction of space has been submitted to the Congress and approval made in the same manner as for the public buildings construction projects pursuant to the Public Buildings Act of 1959.

I N T E R S T A T E COMMERCE COMMISSION SALARIES AND EXPENSES

For necessary expenses of the Interstate Commerce Commission, including services as authorized by 5 U.S.C. 3109, $23,460,000: Provided, That Joint Board members and cooperating State commissioners may use Government transportation requests when traveling in connection with their duties as such.
