For expenses necessary for the Office of Emergency Preparedness, including services as authorized by 5 U.S.C. 3109, reimbursement of the General Services Administration for security guard services, hire of passenger motor vehicles, and expenses of attendance of cooperating officials and individuals at meetings concerned with the work of emergency planning, $6,288,000. For expenses necessary to assist other Federal agencies to perform civil defense and defense mobilization functions, including payments by the Department of Labor to State employment security agencies for the full cost of administration of defense manpower mobilization activities, $3,314,000. OFFICE (^F INTERGOVERNMENTAL RELATIONS SALARIES AND EXPENSES

For expenses necessary for the Office of Intergovernmental Relations, including services as authorized by 5 U.S.C. 3109, and hire of passenger motor vehicles, $311,000. OFFICE OF MANAGEMENT AND BUDGET SALARIES AND EXPENSES

For expenses necessary for the Office of Management and Budget; hire of passenger motor vehicles; and services as authorized by title 5, United States Code, section 3109; $19,250,000. OFFICE OF TELECOMMUNICATIONS POLICY SALARIES AND EXPENSES

For expenses necessary for the conduct of telecommunications functions assigned to the Director of Telecommunications Policy, including services as authorized by 5 U.S.C. 3109, $2,600,000: Provided, That not to exceed $1,000,000 of the foregoing amount shall remain available for telecommunications studies and research until expended. EXECUTIVE RESIDENCE OPERATING EXPENSES

For the care, maintenance; repair and alteration, refurnishing, improvement, heating and lighting, including electric power and fixtures, of the Executive Residence, and traveling expenses, to be expended as the President may determine, notwithstanding the provisions of this or any other Act, and official entertainment expenses of the President, to be accounted for solely on his certificate, $1,245,000.
