For expenses necessary to provide staff assistance for the President in connection with special projects, to be expended in his discretion and without regard to such provisions of law regarding expenditure of Government funds or the compensation and employment of persons in the Government service as he may specify, $1.500,000: Provided, That not to exceed 20 per centum of this appropriation may be used to reimburse the appropriation for "Salaries and expenses, The White House Office, for administrative services: Provided further, That not to exceed $10,000 shall be available for allocation within the Executive Office of the President for official reception and representation expenses. For expenses necessary for the White House Office, including not to exceed $2,250,000 for services as authorized by title 5, United States Code, section 3109, at such per diem rates for individuals as the President may specify, and other personal services without regard to the provisions of law regulating the employment and compensation of persons in the Government service; newspapers, periodicals, teletype news service, and travel (not to exceed $75,000), and official entertainment expenses of the President, to be accounted for solelv on his certificate; $9,342,000.

EXPENSES
For necessary expenses of the Special Action Office for Drug Abuse Prevention, including grants and contracts for drug abuse prevention and treatment programs, $3,000,000 to remain available until expended: Provided, That this appropriation shall be available to reimburse the appropriation for "Special Projects, for expenditures made for the purposes of this appropriation: Provided further. That this appropriation shall be available only upon the enactment into law of authorizing legislation. This title may be cited as the "Executive Office Appropriation Act,. citation of 1972".
