For grants for urban renewal, fiscal year 1974, as an additional amount for urban renewal programs, as authorized by title I of the Housing Act of 1949, as amended (42 U.S.C. 1450 et seq.), and section 314 of the Housing Act of 1954, as amended (42 U.S.C. 1452a), $600,000,000, to remain available until expended: Provided, That no part of a n j appropriation in this Act shall be used for administrative expenses in connection with commitments for grants aggregating more than the total of amounts available in the current year from the amounts authorized for making such commitments through June 30, 1967, plus the additibnal amounts appropriated therefor. For grants as authorized by title VII of the Housing Act of 1961, 84 Stat. 1781. as amended (42 U.S.C. 1500-1500e), and the provision of technical assistance to State and local public bodies, $25,000,000, to remain available until expended: Provided, That no part of this appropriation may be used for financing a grant in excess of 50 per centum of the cost of any activity or project, except that grants made pursuant to section 706 of the Housing Act of 1961, as amended (42 U.S.C. 42 USC 1500C-2. 1500), may be made in an amount not to exceed 75 per centum.
