MUNICIPAL ORDINANCE NO. 13 – 2022

Ordinance Amending Section 3 Paragraph (b) of Municipal Ordinance No. 4 – 2020, Entitled “Ordinance Providing Penalties in Violating the General Community Quarantine (GCQ) in the Municipality of Urbiztondo, Pangasinan”

WHEREAS, the President of the Philippines issued an Executive Order No. 03, series of 2022 dated September 12, 2022, entitled “Allowing Voluntary Wearing of Facemasks in Outdoor Settings and Reiterating the Continued Implementation of Minimum Public Health Standards During the State of Public Health Emergency Relative to the COVID-19 Pandemic”;

WHEREAS, Section 1 (Voluntary Wearing of Face Masks in Open Spaces) of EO No. 03, series of 2022 provides that, “The voluntary wearing of face masks in open spaces and non-crowded outdoor areas with good ventilation, is hereby allowed, provided that not fully-vaccinated individuals, senior citizens and immunocompromised individuals are highly encouraged to wear their masks, and physical distancing will be observed at all times”;

WHEREAS, the said section further provides that, “Face masks shall continue to be worn in indoor private or public establishments, including in public transportation by land, air, or sea, and in outdoor settings where physical distancing cannot be maintained”;

WHEREAS, the Department of the Interior and Local Government (DILG) issued a Memorandum Circular No. 2022-128 dated October 4, 2022, enjoining all Local Government Units (LGUs) to amend their respective local ordinances and/or executive issuances that relate to the wearing of face masks in order to harmonize the same with EO No. 03, series of 2022.

NOW THEREFORE, be it ordained by the Sangguniang Bayan of the Municipality of Urbiztondo, Province of Pangasinan, that:
