Section 1. Explanatory Note. The Local Government of Urbiztondo, Pangasinan is consistent to the policy of the National Government pertaining to the latest guidelines on COVID-19 virus to ensure the safety of its constituents.

Sec. 2. Amendatory Provision. Section 3 Paragraph (b) of Municipal Ordinance No. 4 – 2020, entitled “Ordinance Providing Penalties in Violating the General Community Quarantine (GCQ) in the Municipality of Urbiztondo, Pangasinan”, which states:

“b. all persons must wear a mask outside the house (including ambulant vendors, market vendors and those in the food industry);”

is hereby amended, so as to read:

“b. The voluntary wearing of face masks in open spaces and non-crowded outdoor areas with good ventilation, is hereby allowed, provided that not fully-vaccinated individuals, senior citizens and immunocompromised individuals are highly encouraged to wear their masks, and physical distancing will be observed at all times.

Face masks shall continue to be worn in indoor private or public establishments, including in public transportation by land, air, or sea, and in outdoor settings where physical distancing cannot be maintained.”

Sec. 3. Effectivity. This Ordinance shall take effect immediately upon approval by the Sangguniang Bayan and after ten (10) days following the posting in conspicuous places without prejudice to the review of the Sangguniang Panlalawigan on its validity and in conformity with pertinent provisions of the Local Government Code of 1991 (R.A. 7160).

I hereby certify to the passage of the foregoing Ordinance which was duly approved by the Sangguniang Bayan of Urbiztondo on the 2nd day of November, 2022.
