be used as excuse to propagate birth control or sale or distribution of birth control devices. Proper consultations shall be held among individuals who are targets for application for any course content, scope and methodology.

Sec. 7. STD, HIV and AIDS Information as a Health Service. STD, HIV and AIDS education and information dissemination shall form part of the delivery of health services and practitioners, workers and personnel. The Knowledge and capabilities of all public health workers shall be enhanced to include skills for proper information dissemination and education on STD, HIV and AIDS. It shall likewise be considered a civic duty of health providers in the private sector to make available to the public such information necessary to control the spread of STD, HIV and AIDS and to correct the common misconceptions of STD, HIV and AIDS related ethical issues such as confidentiality, informed consent and duty to provide treatment.

Sec. 8. STD, HIV and AIDS Education in Schools. The Local AIDS Council (LAC) in cooperation with the DepEd, the Technical Education and Skills Development Authority (TESDA) and Commission on Higher Education (CHED) shall take the lead in information dissemination and popularization on the nature of STD, HIV and AIDS and its prevention, utilizing standard information provided by the Department of Health (DOH) in all schools and to include the non- formal system of education. All teachers and instructors of said STD, HIV and AIDS courses shall be required to undergo seminar or training on STD, HIV and AIDS prevention and control to be supervised by the Department of Education, CHED, TESDA or any accredited institutions/organizations in cooperation with the Department of Health before they will be allowed to teach on the subject.

Sec. 9. STD, HIV, AIDS and Education in the Work Place. All employees of the Municipality of Urbiztondo regardless of their status shall be required to undergo basic orientation on STD, HIV and AIDS to be conducted by the Municipal Health Office (MHO) and the Human Resource Office. Managers, supervisors and employees in the private work places shall be provided with standardize basic information and instruction on STD, HIV and AIDS which shall include topics on confidentiality in the workplace and attitude towards infected employees and workers. The Municipal Health Office (MHO) and Public Employment Service Office (PESO) with the coordination to the Department of Labor and Employment (DOLE) and its attached agencies shall undertake measures in the implementation and monitoring of the same.

Sec. 10. STD, HIV and AIDS Education for Filipinos Going Aboard. The Municipal Government of Urbiztondo through Municipal Health Office (MHO) and Public Employment Service Office (PESO) shall coordinate with the Department of Labor and Employment (DOLE) in the implementation of STD, HIV and AIDS education among Filipinos going abroad. Pursuant to Section 7 of RA 8504, STD, HIV and AIDS education seminar shall be a part of the Pre- Employment and Pre-departure Seminar among overseas Filipino Workers.

Sec 11. STD, HIV and AIDS Education in Communities. In partnership with the Municipal Health Office (MHO), all barangays shall conduct educational and information campaign in STD, HIV and AIDS prevention. The barangay officials and Barangay Health Workers shall coordinate such campaign among concerned government agencies, non-government organization and church - based groups.

Sec 12. Information Campaign for Tourists and Transients. Materials on the causes, mode of transmission, prevention and consequences of STD, HIV and AIDS infections shall be adequately provided at all points of entry and exit of resorts, restaurants and music bars etc.
