Sec 13. Compulsory STD, HIV and AIDS Education. It shall be compulsory to individual/establishment owner or manager or its representative who engaged in business in the Municipality to undergo seminar on STD/HIV and AIDS prevention conducted regularly by the Municipal Health Office in coordination of Local Councils of AIDS, otherwise, no issuance of Health Certificate shall grant to the applicant/establishment. A certificate of Attendance to STD, HIV and AIDS Seminar shall form part of the requirements before the issuance or renewal of Health Certificate and Permit to Operate.

Sec. 14. Peer Education Required. The owner and/or manager of all the establishments shall have at least one peer educator within the establishment trained by the (Municipal Health Officer) MHO or accredited Civil Society Organization to sustain STD, HIV and AIDS prevention campaign among the workers.

Article V

Declaration of AIDS Awareness Month

Sec. 15. Declaration of AIDS Awareness Month. The month of December is hereby declared as AIDS awareness month to coincide with the World AIDS prevention month. There shall be an advocacy program for the whole month of December of dissemination of information for the prevention and control of STD, HIV/AIDS.

Article VI

Referral, Testing and Counseling

Sec. 16. Consent as a Requisite for HIV Testing. There shall be no policy on compulsory HIV Testing pursuant to the R.A. 8504. However, voluntary testing shall be encouraged among individuals with high risks for contracting HIV.

Sec. 17. Referral System. There shall an appropriate referral system established and a proper authority shall likewise be recognized in the municipality. Referrals to testing centers, hospitals, clinics and laboratories offering HIV testing services shall be done by the Municipal Health Officer.

Sec 18. Pre-Test and Post-Test Counseling. Pre-test and post-test counseling shall be conducted to persons who want to avail of the HIV/STD/AIDS testing services. However, only trained individuals who shall meet the minimum standards set by the Department of Health on HIV/AIDS counseling and are fully accredited by the Local AIDS Council (LAC) are allowed to do the counseling services.

Article VII

SUPPORT PROGRAMS and SERVICES

Sec 19. Community-Based Services. The Municipality in coordination and cooperation with concerned government agencies and Civil Society Organization shall provide community-based HIV/STD/AIDS prevention and care services.

Sec. 20. Livelihood Programs and Trainings. Trainings for livelihood and self-help programs shall be made accessible and available to all persons with HIV/STD/AIDS. Persons infected with HIV/STD/AIDS shall not be deprived of full participation in any livelihood and self-help programs for reason of their health condition.

Sec. 21. Integration of HIV/STD/AIDS PROGRAM TO THE MUNICIPAL/BARANGAY DEVELOPMENT PLAN – HIV/STD/AIDS. Program shall be incorporated in the Municipal Development Plan and Barangay Plan Development Plans for the formulation of a comprehensive, integrated and sustainable policy and program particularly but not limited to the prevention, control, information dissemination and education.

Sec. 22. ORGANIZING/STRENGHTENING OVERSEAS FILIPINO WORKERS AND DEPENDENTS (OFW/DOFW). Organizing and strengthening of Overseas Filipino Workers and Dependents
