MUNICIPAL ORDINANCE NO. 7 – 2022

Ordinance Providing Regulatory Mechanisms for the Sale of Iron Fortified Rice in All Stores and Food Service Establishments in the Municipality of Urbiztondo, Pangasinan

WHEREAS, DILG issued a Memorandum Circular No. 2022 – 089 dated July 11, 2022 relative to the Scaling-Up Rice Fortification for Local Safety Net Program and the DILG Field Officers are hereby directed to monitor LGUs submission of its regular reports on the implementation of rice fortification;

WHEREAS, Section 16 of R.A. 7160 or otherwise known as the Local Government Code of the Philippines states that “The state shall protect and promote the right to health of the people and instill health consciousness among them”;

WHEREAS, among the hardest hit group of micronutrient malnutrition are the pre- school children below six years old and mothers of reproductive age;

WHEREAS, based on the data gathered by the Acting Municipal Nutritionist Action Officer (MNAO), there are 954 malnourished children and 105 malnourished lactating mothers in our municipality;

WHEREAS, recognizing the urgent need to eliminate the micronutrient problems that threaten the lives of millions of our countrymen, R.A. No. 8976 otherwise known as the “Food Fortification Act” was passed into law on November 7, 2000;

WHEREAS, food fortification, the most cost-effective and sustainable strategy to address micronutrient malnutrition, is the process of adding essential nutrient to widely consumed food stuffs to increase the individual’s recommended dietary nutrients;

WHEREAS, there is a need to pass an ordinance to make the provisions of the national law germane to the local settings.
