NOW THEREFORE, be it ordained by the Sanggunian Bayan of Urbiztondo, Pangasinan in session assembled that:

ARTICLE I

Title and Objective of the Ordinance

Section 1. Title. This Ordinance shall be known as the “Ordinance Providing Regulatory Mechanisms for the Sale of Iron Fortified Rice in All Stores and Food Service Establishments in the Municipality of Urbiztondo, Pangasinan”.

Sec. 2. Objective. This Ordinance aims to address the problem of malnutrition especially children ages six years old and below and lactating mothers in the Municipality of Urbiztondo.

ARTICLE II

Declaration of Policy

Sec. 3. Declaration of Policy. The Municipality of Urbiztondo declares the policy to protect and promote the sustained health and nutrition of its constituents. For this purpose, the Local Government shall provide mechanisms for the sale of Iron Fortified Rice in all stores and food service establishments in the Municipality of Urbiztondo, Pangasinan

Sec 4. Legal Basis. This Ordinance is based on the following laws:

a. R.A. No. 8976 otherwise known as the Philippine Food Fortification Act of 2000 and its Implementing Rules and Regulations; and

b. R.A. No. 7160 otherwise known as the Local Government Code of 1991.

ARTICLE III

Definition of Terms

Sec. 5. Definition of Terms. For purpose of this Ordinance the following terms shall be understood as follows:

a. Iron-Fortified Rice - refers to rice fortified with micronized dispersible ferric pyrophosphate.

b. Food Fortification - refers to the addition of or more essential nutrients to a food whether or not it is normally contained in the food, for the purpose of preventing or correcting a demonstrated deficiency of one or more nutrients in the population or specific population groups in which a risk or nutrients deficiency has been identified. The addition of nutrients to processed foods or food products at levels above the natural state. As an approach to control micronutrient deficiency, food fortification is the addition of a micronutrient, deficient in the diet, to a food, which is widely consumed by specific at-risk groups. (See IRR (Page 2) Rule, III, Section 1.g).

c. Food Service Establishment – refers to hotel, restaurant, carinderia, catering firm, canteen, hospital and other outlets which over serve or sell food to consumers.

d. Iron Deficiency Anemia – refers to health disorders or deficiency arising from lack of iron. It is the condition wherein there is less than the normal number of red blood cells or less than the normal quantity of hemoglobin and healthy red blood cells because it lacks iron (anemia).

e. Micronutrient Malnutrition – refers to disorder resulting from deficiencies in Vitamin A, Iron, Iodine and other micronutrients which the body needs in minute quantities everyday.
