f. Store – refers to department store, convenience store, shop, grocery, mini-mart sari-sari store, market stalls and other outlets which wholesale or retail iron fortified rice to consumers.
g. Acceptable Standards on Food Fortification – refers to requirements for fortification set by the DOH through FDA in consultation with other concerned agencies and industry representative groups.
h. Fortificant – refers to a substance, in chemical or natural form, added to food to increase its nutrients value.
i. Rice Miller – refers to a person engaged in the milling of palay.
j. Admixture or Adulteration – refers to mixing Iron Fortified Rice with other rice variant. Terms not treated in this Section shall have meaning or definitions in accordance with existing applicable laws. If none, in accordance with the definition of applicable established authority.
Sec 6. Use of Iron-Fortified Rice. It shall be mandatory for Local Government Units (LGUs) and National Government Agencies (NGAs) and other government instrumentalities operating in the municipality to use Iron-Fortified Rice. This mandate shall include, but not limited to the following:
a. Feeding Programs;
b. Disaster relief Programs/Operations;
c. Day Care Centers;
d. Local Government Unit Canteens;
e. Government-owned Hospitals;
f. Private Hospitals;
g. Public School Canteens;
h. Rehabilitation Centers;
i. Meetings and Conferences;
j. Other establishments or activities that serve or serving rice.
Sec. 7. Access to Iron-Fortified Rice.
a. All stores and food establishments in the Municipality of Urbiztondo shall sell iron-fortified rice to costumers;
b. All food establishments shall include in their regular menu list steamed “iron-fortified rice”;
c. All stores shall have properly labeled container for iron-fortified rice place alongside the unfortified rice.
Sec. 8. Production of Urbiztondo Iron-Fortified Rice. The Local Government of Urbiztondo in coordination with appropriate agencies shall ensure the local production of Urbiztondo Iron- Fortified Rice. To this effect, all rice millers shall be mandated to produce, distribute or sell Urbiztondo Iron-Fortified Rice.
