v. Conduct regular and special meetings at least once every quarter;

vi. Assist rice entrepreneurs for commercial production and distribution and use of Urbiztondo Iron-Fortified Rice through the DOST-FNRI technology transfer and commercialization program;

vii. Perform other functions as may be deemed necessary or as maybe requested by higher authorities or the Municipal Mayor.

c. Secretariat of the Municipal Task Force.

i. The Secretariat of the Municipal Task Force shall be the Municipal Nutrition Action Officer under the Office of the Municipal Health Officer;

ii. It shall provide technical and administrative support to the Municipal Task Force; and

iii. It shall perform other functions as may be deemed necessary as requested by the Municipal Mayor;

d. Honorarium. Only non-government employees in general will be eligible to receive honoraria, subject to the usual budgeting, accounting and auditing rules and regulations.

Sec. 12. Awards and Incentives. The Municipal Government of Urbiztondo shall provide positive reinforcement by giving awards and incentives to the stores and food service establishments that outstandingly implement this Ordinance. As such, the Municipal Task Force (MTF) shall submit to the Office of the Municipal Mayor (OMM) and Sanggunian Bayan (SB) of Urbiztondo the necessary guidelines for the conduct of Annual Search of the Most Outstanding Agency/Office/Rice Miller/Commercial Establishment in the implementation of this Ordinance. The LIIC is hereby mandated to establish a mechanism for the awards and incentives as provided under the Local Investment and Incentive Committee and its IRR.

Sec. 13. Observance of the Municipal Food Fortification Day. The Municipal Government shall celebrate the Municipal Food Fortification Day every 7th day of November of the year. The Municipal Health and Municipal Nutrition Action Officer shall take the lead in the promotional campaign and social mobilization in the observance of the Municipal Food Fortification Day. Likewise, the civil society, shall undertake social mobilization and other appropriate means to ensure the success of the said undertakings.

ARTICLE V

Penal Provision

Sec. 14. Penal Provisions.

a. Any government official or employee found guilty in violation of Section 6 of this Ordinance shall be penalized without prejudice to appropriate administrative sanctions in accordance with Civil Service Law and other pertinent laws.

b. Any business owners/operators found guilty in violation of Section 7 of this Ordinance, shall be penalized on the following upon the discretion of the court, to wit:

i. First Offense - a fine of ₱1,000.00

ii. Second Offense - a fine of ₱1,500.00

iii. Third Offense & succeeding offenses - a fine of ₱2,500.00 plus imprisonment of not more than six months and cancellation or revocation of his/her business permit for a period of one year.
