It appears this may have been published only in German, in which case there is an open question of where and when the English translation comes from, and whether it is free of copyright.
Also worth noting, according to the compilation linked above, this is one of "a number of papers which are either completely out-of-date or contain slight errors" which is why the compilation declined to include it. I'm not sure where a scan could be obtained, this is the closest I came. -Pete (talk) 21:47, 17 March 2024 (UTC)
