If there is no indication of the style in the text, the default is sentence case; this was decided by someone ages ago. It is also very common for libraries to use this, being predictable and neutral. I would also consider supporting upper case as the default guidance, or even policy. :) I could quibble about any choice in title case, but feel that creating the content proper is a better use of my time.
