Royal Decree
for Prorogation of the House of Representatives
and Establishment of a New Council of Ministers

His Majesty King Maha Prajadhipok Phra Pokklao Chaoyuhua bestows upon all heads a Great Royal Command that it be announced for general information as follows:

Whereas He entertains the following opinion: At present, the House of Representatives is still composed of the Members appointed for temporary purposes until it is the right time for Him to allow the people to appoint their Representatives. In consequence, it is not appropriate for the House to initiate a change to the important economic policy which has formed the basis of the subsistence of the Country since antiquity. But it now appears that a great number of its Members has made strong wishes and efforts to effect such a change by means of the schemes which indirectly force the House to comply with their wishes. This is an inappropriate action which clearly shows that they can no longer meet to direct the affairs of the Country wholesomely, for insecurity could be brought to the Country, and destruction, to the well-being of the people under His authority. He deems that it is now an urgent occasion upon which measures should be taken to prevent ruination of the Country and His subjects as a whole;

Therefore, He is graciously pleased to enact this Royal Decree containing the following clauses:

  1. The present House of Representatives shall be prorogued and shall not be convened until a new House of Representatives is constituted after the People’s Representatives are elected in accordance with the dispositions of the Constitution.
  1. The current Council of Ministers shall be dissolved, and a new Council of Ministers shall be set up, consisting of one Prime Minister and not more than twenty other Ministers, and the Prime Minister of the dissolved Council of Ministers shall become the Premier of the new Council of Ministers, and the Ministers currently in charge of the ministries shall become members ex officio of the new Council of Ministers. As regards the other Ministers, His Majesty shall further appoint them upon the advice of the Prime Minister.
  2. As long as the People’s Representatives are still not elected, the new House of Representatives is still not convened, and a Council of Ministers is still not established in accordance with the dispositions of the Constitution, the new Council of Ministers under this royal decree shall exercise all the powers which the Constitution confers upon a Council of Ministers.
  3. As long as the People’s Representatives are still not elected and the new House of Representatives is still not convened, His Majesty the King shall exercise the legislative power by and with the advice and consent of the Council of Ministers.
  1. As long as the People’s Representatives are still not elected, the new House of Representatives is still not convened, and a Council of Ministers is still not established in accordance with the dispositions of the Constitution, suspended shall be the application of the provisions of the Constitution which are contrary to this Royal Decree, whilst the other provisions of the said Constitution shall continue to be in force.

Announced on the 1st day of April 2476 Buddhist Era, being the 9th year of the present reign.
