Yoreh Deah 392

Seif 1: It is forbidden to marry a woman during the 30 days even without a festive meal. And after the thirty days it is permitted, even [if mourning] for his father or for his mother and even to make a meal. And he is allowed to betroth the wife even on the day of the death provided he does not make a meal, unless 30 days have passed. And there are those who say that also to become engaged it is forbidden during the thirty days.

Seif 2: After the death of his wife it is forbidden for him to remarry until the 3 pilgrimage holidays pass (but to attend a the festive meal, the law is like for other relatives). And Rosh HaShanah and Yom Kippur they are not thought of like the other holidays with regard to this matter. And if he has not yet fulfilled the command to be fruitful and multiply or if he has small children or that he does not have someone to serve him, he is allowed to betroth immediately and to marry after the Shiva; and he should not have relations with her until after the thirty days except that if he has yet to fulfill the commandment to be fruitful and multiply he can have relations with her after Shiva.
