The link supposed to be accompanied by this title is missing; is it https://www.archives.gov/findingaid/stat/discovery/26? I wasn't able to find either a James Baker or a James T. Baker in that set of records, but perhaps my search wasn't thorough enough. One of the writers is a James T. Baker, unidentified. It doesn't seem likely that these two resources involve the same person. So the most sensible way to resolve matters is to transfer (ii) to 84378760 and retitle that record "Baker, James T. (correspondent of the Smithsonian Insitution)" because of the uncertainty about which secretary replied.
