Letter to Donald Trump[edit]

Would the letter to Donald Trump in 1987 fall under public domain? Nixon was not, as far as I'm aware, serving the federal government in any capacity at that time; from my understanding, this would make it a letter written by a private citizen, therefore covered by copyright.
