Schedule A of the civil-service rules specifying classified positions which may be filled without examination or upon noncompetitive examination is hereby amended by adding at the end thereof a new subdivision to be numbered XII, as follows:
XII. INTERSTATE COMMERCE COMMISSION.
- Three experts to be members of an advisory board under the act of March 1, 1913, providing for the valuation of the property of carriers.
- Five members of a board of engineers under said act.
