Mr. Satterlee presented a petition from sundry inhabitants of the Territory of Michigan, praying for the passage of a law to secure their debts to creditors by writ of attachment, in all cases where they will qualify that they are apprehensive of losing their demand if they proceed by summons. Referred to the committee on the judiciary.

Mr. Moran presented an account from F. H. Stevens against the Legislative Council. Referred to the committee on expenditures.

On motion of Mr. Bacon,

Resolved, That the daily hour to which the Council shall stand adjourned, shall be ten o'clock a. m. until otherwise ordered; and the resolution of the 13th instant is hereby rescinded.

The president announced, that he had, in obedience to a resolution of the Council, transmitted to the Honorable Lucius Lyon, the Delegate in Congress from this Territory, the resolution adopted by the Legislative Council on the 10th instant applying for admission into the Union, and for authority to form a constitution and state government.

On motion of Mr. Doty, the Council proceeded to the cosideration of the report, yesterday made by the committee on incorporations, against the incorporation of a bank to be located at Tecumseh.

And on the question, "will the Council concur in the report?" it was decided the negative.

Mr. Stockton moved to reconsider the vote of yesterday, concurring in the report of the committee on incorporations against the incorporation of banks at Shelby and Mount Clemens.

And, on the question to reconsider the same, it was decided in the affirmative.

On motion of Mr. Martin, the report was then laid on the table.

Mr. Bacon, from the committee on territorial affairs, reported

A bill to provide for transmitting licenses, and for other purposes.

The bill was read the first time.

Mr. Bacon, from the committee on territorial affairs, to whom was referred the petition of sundry inhabitants of the county of Washtenaw, praying that a part of that county may be annexed to the county of Lena we, made an unfavorable report on the same; which was concurred in.

On motion of Mr. Stockton, the bill to define and regulate the fees of the associate judges of the circuit courts, was read a second time by its title.
