And be it further enacted by the Authority aforefaid, That no Haberdafher of Small-wares, Who only may Iron-monger, Chandler, Shop-keeper, or other perfon or perfons whatsoever, not being Licenfed in that ceil'BookTia behalf by the Lord Bilhop of the Diocefe wherein fuch Book or Books fhall be, nor having been Seven London, and years Apprentice to the Trade of Book-feller, Printer or Book-binder, nor being a Freeman of the City Market-towns. of London by Patrimonial Right, as Son of a Book-feller, Printer, or Book-binder, nor being a Mem- ber of the laid Company of Stationers, lhall within the City or Suburbs of London, or any other Market-Town, or elfewhere, receive, take or buy, to barter, fell again, change, or do away any Bibles, Teftaments, Pfalm-books, Common-Prayer-books, Primers, Abcees, Licenfed Almanacks, Grammar, School-books, or other Book or Books whatfoever, upon pain of forfeiture of the fame. ' IX. And for that Printing is, and fur many years hath been an Art and Manufacture of this King- Printing an Art c dom, Therefore for the better encouraging thereof, and the prevention of divers Libels, Pamphlets, * nd Mamifa<; - ' and Seditious Books Printed beyond the Seas in Englifb, and thence Tranfported into this Realm,' Be it further enacted and ordained by the Authority aforefaid, That no Merchant, Book-feller, or other perfon or perfons whatfoever, fhall Imprint, or caufe to be Imprinted beyond the Seas, nor fhall Im- No Engiiii port or bring, nor knowingly affift, or confent to the Importation or bringing from beyond the Seas f m prf n ™d y r e into this Realm, any Englijh Book or Books, or part of any Book which is or lhall be, or the greater imported from part thereof is or lhall be Englijh, or of the Englijli Tongue, whether the fame Book, Books, or part of beyond Sea. fuch Book have been here formerly Printed or not, upon pain of forfeiture of all fuch Englijl) Books fo Imprinted or Imported contrary to the tenor hereof: And that no Alien or Foreigner whatfoever fliall hereafter bring in, or be fuffered to vend here within this Realm, any Book or Books printed be- yond the Seas in any Language whatfoever, either by himlelf, or his Factor or Factors, except fuch only as be Free-Printers or Stationers of London, or fuch as have been brought up in that profeilion, without the fpecial Licence of the Archbifhop of Canterbury, and Bifhop of. London for the time being, or one of them, who are hereby authorized to grant Licences for that purpofe, upon like pain of -phe Penalty, forfeiture of all fuch Books as fhall be fo Imprinted or Vended contrary to the purport and true intent hereof. X. And be it further enacted by the Authority aforefaid, That no perfon or perfons within the City of Preffes and London, or the Liberties thereof, or elfewhere, fhall erect or caufe to be erected any Prefs or Printing- Printing in Houfe, nor fhall knowingly demife or let, or willingly fuffer to be held or ufed any Houfe, Vault, Cel- ™ on , no? tc , be* lar, or other Room whatfoever, to or by any perfon or perfons for a Printing-Houfe, or Place to Print fet up, but up- in, unlefs he or they who erect fuch Prefs, or fhall fo knowingly demife or let fuch Houfe, Cellar, Vault, ° n notice to „ tlie or Room, or willingly fuffer the fame to be ufed, fhall firft give notice to the Mafter or Wardens of the staUoners. ' faid Company of Stationers for the time being, of the erecting of fuch Prefs, or of fuch demife or fuf- fering to Work or Print in fuch Houfe, Vault, Cellar or Room, And that no Joyner, Carpenter, or or other Perfon (hall make any Printing-Prefs, no Smith fhall forge any Iron-work for a Printing-Prefs, no Founder fliall caft any Letters which may be ufed for Printing for any perfon or perfons whatfoever ; neither fhall any perfon or perfons bring or caufe to be brought in from any Parts beyond the Seas, any Letters Founded or Caft,. nor lhall buy any fuch Letters for Printing, Printing-Preffes, or other Ma- terials belonging unto Printing, unlefs he or they reflectively lhall firft acquaint the faid Mafter and Wardens of the faid Company of Stationers for the time being, or fome or one of them, for whom the fame Preffes, Iron-work or Letters are to be made, forged, caft, brought or imported, upon pain that every perfon who fliall erect any fuch Printing-Prefs, or fhall demife or let any Houfe or Room, or fuffer the lame to be held or ufed, and every perfon who lhall make any Printing-Prefs, or any Iron-work for a Printing-Prefs, or fhall make, import, or buy any Letters for Printing, without giving notice, as aforefaid, lhall forfeit for every fuch Offence the fum of Five pounds, the one moiety whereof fliall be to the ufe of our Sovereign Lord the King, his Heirs and Succeffors, and the other moiety to the ufe of fuch perfon or perfons as lhall fue for the fame. XI. And be it further enacted by the Authority aforefaid, That for the time to come no Man fliall -who and how foe admitted to be a Mafter- Printer, until they who are now actually Mafter-Printers, lhall be by death many mail be or otherwife, reduced to the number of Twenty, and from thenceforth the number of Twenty Mafter-Piirit- Mafter-Printers fhall be continued, and no more, befides the Kings Printers, and the Printers allowed. rs ' for the Univerfities, to have the ufe and exercife of Printing ot Books at one time, and but Four Mafter-Founders of Letters for Printing; The which faid Mafter-Printers, and four Mafter-Founders of Letters for Printing, fhall be nominated, appointed and allowed by the Lord Archbifhop of Canterbury, ans the Lord Bilhop of London for the time being ; And in cafe of Death of any one of the faid Four Mafter-Foun- Mafter-Founders of Letters, or of the faid Mafter-Printers, or of Forfeiture, or Avoidance of any of ders of Letters their places and priviledges to Print by virtue of this Act, for any Offence contrary to the fame, or fol ' rrintin S' otherwife, That then the Lord Archbifhop of Canterbury, and Lord Bilhop of London for the time being, or one of them, fhall nominate and appoint fuch other fit perfon or perfons to fucceed and fupply the place of fuch Mailer-Printer, or Founder of Letters as lhall be void by Death, Forfeiture or other- wife, as aforefaid ; And every perfon and perfons which lhall hereafter be allowed or permitted to have the ufe of a Printing-Prefs or Printing-Houfe, upon or before fuch his allowance obtained, fhall become bound with Sureties to his Majefty in the Court of Kings-Bench, or before fome one or more of the Juftices of Affize, or the Julfices of the Peace at their feveral Quarter-Seiftons, in the fum of Three hundred pounds, not to Print, or fuffer to be Printed in his Houfe or Prefs any Book or Books whatfoever, but luch as (hall from time to time be lawfully Licenfed.
