‘‘( 4 ) any legislati v e, regulatory, or treaty actions necessary to facilitate international cooperation in enhancement of inter - national nuclear-material databases and the linking of those databases to enable prompt access to data.’’. (c) PRESIDENTIAL REPORT.— (1) IN G ENERAL.—Not later than 90 days after the date of the enactment of this Act, the President shall submit to the appropriate committees of Congress a report on the involve- ment of senior-level executive branch leadership in nuclear terrorism preparedness exercises that include nuclear forensics analysis. (2) APPROPRIATE COMMITTEES OF CONGRESS.—In this sub- section, the term ‘‘appropriate committees of Congress’’ means— (A) the Committee on Appropriations, the Committee on Armed Services, and the Committee on H omeland Secu- rity of the House of Representatives; and (B) the Committee on Appropriations, the Committee on Armed Services, and the Committee on Homeland Secu- rity and G overnmental Affairs of the Senate. SEC.31 1 5 . UTIL I ZA TI ON O F CONT R I B UTIONS TO INTERNATIONAL NUCLEAR M ATERIALS P ROTECTION AN D COOPERATION PRO G RAM AND RUSSIAN PLUTONIUM DISPOSITION PRO - GRAM. Section 3114 of the National Defense Authorization Act for Fiscal Year 200 7 (50 U .S.C. 2301 note) is amended— (1) in the heading, by striking ‘‘ SECONDLI NEO F DEFENSE PR O G R AM ’’ and inserting ‘‘IN T ERNATIONAL N U CLEAR MATE - RIALS PROTECTION AND COOPERATION PROGRAM AND RUSSIAN PLUTONIUM DISPOSITION PROGRAM’’; (2) by striking ‘‘Second Line of Defense program’’ each place it appears and inserting ‘‘International Nuclear M aterials Protection and Cooperation program or Russian Plutonium Dis- position program’’; and (3) in subsection (f), by striking ‘‘2013’’ and inserting ‘‘2015’’. SEC. 311 6 . RE V IE W OF AND REPORTS ON GLOBAL INITIATIVES FOR PROLIFERATION PREVENTION PROGRAM. (a) RE V IE W OF PROGRAM.— (1) IN GENERAL.—The Administrator for Nuclear Security shall conduct a review of the Global Initiatives for Proliferation Prevention program. (2) REPORT RE Q UIRED.—Not later than O ctober 1, 2009, the Administrator shall submit to the congressional defense committees a report setting forth the results of the review required under paragraph (1).
