Statement of the Government


Now, the war is over! The Thai people have an eager desire to cooperate with the United Nations in maintaining and preserving the perpetual peace of the world!

The Government of Somdet Phra Chaoyuhua[1] has considered and found that the Members of the present House of People's Representatives have been elected since the year 2481 Buddhist Era[2] [and] there has later been issued for as many as two times an Act extending the tenure of the Members of the House of People's Representatives. This is deemed such an immoderately long [duration of] time, which does cause the hearts and minds of most of [those] Members to be distant from the actual will and wish of the people.

[This] can be seen when the Government introduced a war crime bill to the House in order to criminalise the acts which gave rise to a regime of dictatorship, that is, Nazism or Fascism — an administrative regime of those who invaded and destroyed the peace of the world, [and] the House, however, resolved to disapprove it and had it excluded. Such actions of the Members of the House could cause the outer world to misunderstand that the Thai people favour dictatorship. Not only contrary and adverse to the true sentiment of the Thai people, all these [actions] are also injurious to the Nation.

Thus, in order to have [every] thing go in line with the constitutional process, the Government has humbly made submission to His Gracious Majesty, requesting the Great Divine Monarch to dissolve the House of People's Representatives according to section 35 of the Constitution of the Kingdom of Thailand, so that the Members of the present House of People's Representatives would be discharged from their functions and the people would be given an opportunity to elect their own representatives anew per the Royal Decree already published.

  1. The title of King Ananda Mahidol. According to Samnak-ngan Soemsang Ekkalak Khong Chat (2012, p. 268), it has been convention in Thailand that a monarch not yet formally crowned is titled Somdet Phra Chaoyuhua (Thai: สมเด็จพระเจ้าอยู่หัว; literally, "[His] Divine Majesty the Lord Over [All] Heads"), and once formally crowned, his title becomes Phra Bat Somdet Phra Chaoyuha (Thai: พระบาทสมเด็จพระเจ้าอยู่หัว; literally, "The Divine Feet of [His] Divine Majesty the Lord Over [All] Heads").
  2. The year 2481 BE began on 1 April 1938 CE and ended on 31 March 1939 CE. The election here mentioned refers to the election on 12 November 1938 CE. The New Year's Day was later changed to the 1st day of January by an announcement dated 24 December 2483 BE or 1940 CE (Prakat…, 1940, pp. 31–33).
