Moved file to Commons

Moved File:Usa vs mary sue hubbard sentencing memorandum.pdf to Commons with the same name, and it is just as accessible. We encourage all files to be loaded to commons, except where they cannot due to copyright reasons. As another pointer, we now have a preference for DjVu files, and there is information at Help:DjVu files that discusses the files, and how to convert PDF to this format.
