Open Letter to President Ma Ying-jeou(2009.11.9)[edit]

Would you please explain why you think that this work is not covered by copyright. While it is an open letter, that would not seem to put it in the public domain with regard to copyright, it would just allow fair use, and that doesn't bring it within the scope of WS. — billinghurst sDrewth 15:19, 24 April 2010 (UTC)
